The Scioto River runs under the Broad Street bridge in downtown Columbus, Ohio. Ever since a 1913 flood, Columbus has walled off its river with a massive concrete embankment. Of three downtown vehicle bridges, the Broad Street bridge is new, the Main Street bridge is crumbling and closed entirely, and the Town Street bridge has restricted lanes, chain link fencing and ever-present orange cones. A new "North Bank" park is under construction that may open up a portion of the river to the city, but it currently seems as remote from and inaccessible to street level pedestrians as do the interstate highways that encircle downtown.
